Ban-Commentors做了一点小更新

Ban-Commentors更新到v0.2版。
由于是第一次写插件，当时也没有考虑那么多。这次的更新主要是加了activate_和deactivate_的hook，在激活插件的时候会添加插件的option项，而在卸载插件的时候会删除插件的option项，以免在WordPress的数据库里留下垃圾信息。
